The model can compile intent, discover tools, inspect providers, quote x402 terms and build Witness evidence. It cannot move funds.

3 · Bounded Authorization Gate

A server-side sml.bounded-authorization.v1 primitive now exists. It can bind one exact fresh Base/USDC challenge to the caller's per-call limit, remaining session budget, resource, receiver, amount, session and a maximum 180-second lifetime.

It is deliberately not active as a spend button yet. The token is not a wallet signature and is not an x402 PAYMENT-SIGNATURE. The model cannot generate spend authority by talking itself into approval.

Machine contract

Activation requires: explicit caller approval → isolated wallet signer → verified settlement → independent accepted-delivery proof.
